Brief History

When UEFA was formed in 1954, Ernst Thommen, the Swiss vice-president of FIFA, suggested a competition between cities holding trade fairs. So in 1955 the International Inter-Cities Industrial Fairs Cup was born. The intention was to play it over 2 seasons, though the first one ran into a third year. The Inter-Cities Fairs Cup, as it quickly became known, was designed for representative sides (of cities) but it soon became obvious that club sides would dominate it. So only clubs were entered and the necessity of representing a City was dropped. Two-legged finals were standard, apart from 1964 and 1965, right up to 1998.

The Fairs / UEFA Cup was always the third European competition in status, after the Champions Cup and the Cup-Winners Cup. But it became the second most important tournament after the Cup-Winners Cup was ended after the 1999 final, and the domestic cup holders qualified for the UEFA Cup. Its status also was raised by switching to a single final on a neutral ground in 1998.

Since the European Cup was converted into the Champions League, teams not progressing to the group stage after the 3rd qualifying round, and those finishing in third place in each Champions League group, now drop down to the UEFA Cup. They join the domestic cup winners and teams qualifying through their league placing.
